In order to implement the scientific concept of development, promote energy saving, reduce consumption, eliminate backwardness and restructuring of building waterproof and sealing materials industry, restrain duplicate construction and overcapacity of the industry, and guide the healthy development of the industry, the Ministry of Industry and Information Technology entrusted the China Building Waterproof Association to formulate the "Access Conditions for Waterproof and Sealing Materials Industry".

Following cement, glass, fiberglass materials, rock wool and other building materials, building waterproof sealing materials will also develop industry access conditions. On February 10, the China Building Waterproofing Association held a meeting in Beijing to discuss the formulation of "Access Conditions for Waterproofing and Sealing Materials Industry".

According to Zhu Dongqing, president of China Building Waterproofing Association, the access conditions of building waterproofing industry will be compiled from construction conditions, layout requirements, production scale, unit product energy consumption, energy saving and emission reduction, environmental protection, occupational health, social responsibility, etc.

Zhu Dongqing said that the industry access conditions will be greatly improved. New industry access conditions stipulate that the production capacity of new or expanded production lines of modified asphalt waterproofing rolls should be more than 10 million square meters per year; the production line of new or expanded polymer waterproofing rolls should be more than 3 million square meters per year; and the production line of new or expanded waterproofing coatings should be more than 20,000 tons per year.

It is understood that the relevant departments in the approval of construction projects, record management, land approval, environmental impact assessment, credit financing, production licensing, product quality certification and other work will be based on the "Access Conditions for Construction Waterproof Sealing Materials Industry", which will greatly improve the impact and radiation surface of the industry access conditions.

He pointed out that production scale is mainly controlled by production equipment. New industry access conditions will pay more attention to operability, and key data of production equipment will be approved. The access conditions of new building waterproofing industry focus on "enterprise fundamentals" such as product quality, energy consumption and environmental protection. Enterprises are encouraged to study on energy saving, environmental protection, emission reduction, product quality, safety in production and social responsibility, rather than simply technological transformation for the purpose of improving production capacity.
