It is necessary to seize the new wave of technological innovation and the trend of information development, vigorously develop intelligent manufacturing and use information technology. We should reform traditional industries and carry out pilot demonstration projects of intelligent manufacturing, such as smart factories, and strengthen technological transformation to solve some technical weaknesses in industrial restructuring and upgrading and the links that need industrialization. At the same time, we should continue to optimize the industrial structure, develop new products such as green tires, aviation tires, high-performance rubber, special rubber and so on; intensify efforts to eliminate backward capacity, continue to resolve the contradiction of excess capacity, promote enterprise merger and reorganization, and transform and upgrade traditional industries.

At present, the rubber industry is facing five major problems, namely, the decline in demand for traditional products, the contradiction between excess capacity and repeated construction of homogenization, the weakening of factor motive force and weak innovation ability, the obstruction of raw material supply and market, and the further strengthening of resource and environment constraints. Under the combined effect of these problems, the economic operation index of the tire industry has declined in an all-round way since this year. Sales revenue, output and export volume have declined in an all-round way. Inventory has risen, and the profit margin of the industry is only about 2.5%. According to the survey of listed tire enterprises by China Rubber Industry Association, the proportion of R&D investment in sales has been increasing in recent years, reaching about 3%, close to world famous tire enterprises, but the amount is only about 1/6 of that of famous multinational companies. "To take innovation drive as the first element, we must increase innovation investment. Enterprise investment can not be mainly to increase production capacity, expand production, more importantly, Talent Investment and R&D investment, innovation results into real industrial activities. Deng Yali said, "In order to improve the quality and efficiency of traditional rubber industry, we should focus on improving quality, automation and information technology, production efficiency, environmental protection and economic benefits.
